With over two decades of distinguished service in military and civil administration, his new role will see him spearheading HR strategy, talent acquisition, and organizational development at the company, bringing a unique blend of discipline, leadership, and strategic vision.
Before joining IHMCL, Lt. Col Sukhwant Singh Dhindsa (Retd.) served as General Manager at the National Highways Authority of India (NHAI) for over four years. In this role, he led key functions related to administration, security, and human resources, playing a critical part in the operational and workforce management of the national infrastructure agency.
Prior to his civil assignments, he gained over 20 years of exemplary experience in the Indian Army, where he built a strong foundation in leadership, personnel management, and administrative excellence. His military background equips him with unmatched expertise in team management, operations, and strategic HR execution.

(IHMCL) was established on 26th December 2012 under the Companies Act, 1956, as a collaborative initiative by NHAI, Concessionaires, and Financial Institutions. It was formed to implement electronic toll collection (ETC) and other ancillary projects of NHAI. The company’s shareholding pattern is: NHAI – 41.38%, Concessionaires – 33.81%, and Financial Institutions – 24.81%.
