Melbourne, Victoria, Australia, December 2025 — Michael Caswell has started a new position as Chief People Officer at Greater Western Water. Based in Melbourne, Victoria, Australia, he steps into this role at a time when integrated, future-ready people and workplace strategies are becoming central to essential services organisations.
In this appointment, Michael Caswell brings a blend of workplace relations depth, people operations leadership and large-scale infrastructure HR experience. His recent work across people operations, capability, transformation and strategic partnering positions him well to lead the people agenda for a fast-evolving water and sanitation service provider.
Before this appointment, Michael Caswell served as Head of People Operations & Services at Greater Western Water for a short tenure. Reporting to the Chief People Officer, he led people operations including talent acquisition, workplace relations, people systems, payroll, remuneration and recognition.
Alongside this, he has been Director at Marlot Consulting Australia in Melbourne, Victoria, Australia for about a year. Through this work, he has focused on empowering leaders, building high-performing teams and helping organisations navigate complex workplace challenges.
Earlier, Michael spent about five years with McConnell Dowell in progressively senior roles, including General Manager Human Resources – Australia, Human Resources Manager – VIC/TAS & Rail, and People & Capability Manager. His remit covered HR leadership, industry capability and social procurement, as well as people strategy for major business units.
Prior to that, he served as Associate Director Workplace Relations at the University of Melbourne for around two and a half years. He supported complex employee relations and helped strengthen ER capability across the broader HR function.
He also held HR leadership roles at IXOM for nearly three years, including HR Manager – Operations & New Zealand and HR Manager – Transformation. Michael Caswell began his earlier corporate HR journey with Orica, including time as an HR Advisor.
Greater Western Water provides water and sanitation services to Melbourne’s West, from Melbourne’s CBD to Lancefield. It services more than 580,000 customers across an area of 3,700 square kilometres. The organisation’s offices are located in Sunbury and Footscray. With a strong community focus and essential service mandate, Greater Western Water plays a key role in supporting growth and liveability across the region.
