Coral Gables, Florida, United States, October 2025 — Raquel Elejabarrieta has been appointed as Chief Human Resources Officer (CHRO) at Grupo EULEN USA, a leading provider of global services with operations across the United States, Spain, Portugal, and Latin America. In her new role, Raquel will spearhead human resources strategy, leadership development, and diversity and inclusion initiatives, aligning people practices with Grupo EULEN’s mission of driving innovation and service excellence across its global network.
Prior to joining Grupo EULEN USA, Raquel served for over nine years with the City of Coral Gables, where she most recently held the position of Human Resources & Risk Management Director and Chief DEI&A Officer. In this capacity, she led comprehensive HR and diversity strategies for the city’s workforce, overseeing talent management, employee relations, and inclusive leadership programs. She also earlier served as Director of Labor Relations & Risk Management, where she was responsible for labor negotiations, compliance, and employee engagement initiatives.
Before her tenure at Coral Gables, Raquel worked with the City of Hollywood, Florida, as Director of Labor Relations & Risk Management, where she played a pivotal role in streamlining HR operations and fostering positive labor relations across departments. Her leadership was instrumental in modernizing HR frameworks and strengthening the city’s workforce resilience.
Raquel’s professional foundation was built in the legal domain, having spent over nine years as a Labor and Employment Attorney at Weiss Serota Helfman Cole & Bierman, P.L., where she advised public and private sector clients on employment law, labor negotiations, and compliance issues. Earlier, she began her legal career at Morgan, Lewis & Bockius LLP, one of the world’s leading law firms, where she specialized in employment law and developed a strong understanding of workplace regulations and HR legal frameworks.
Raquel holds a Juris Doctor (J.D.) in Law from the University of Miami School of Law and a Bachelor of Business Administration (BBA) from Florida International University. Her combination of legal acumen and business expertise uniquely positions her to lead organizational transformation at the intersection of people, culture, and strategy.
