Dubai, United Arab Emirates, September 2025 — Richard Stilgoe has taken on a new role as Chief Human Resources Officer – Middle East & Asia at WSP in the Middle East. With more than two decades of international HR leadership experience across engineering, energy, industrial, and infrastructure sectors, Richard brings a proven record of driving people strategy, transformation, and organizational growth in complex global environments.
Richard has been with WSP since 2022, most recently serving as Human Resources Director for the Middle East. In this role, he was instrumental in leading people strategy and advancing talent initiatives to support the company’s regional growth. He also served as Strategic Talent Lead, where he championed workforce development and future-ready HR practices, aligning human capital strategy with WSP’s global vision.
Prior to WSP, Richard was Vice President – Human Resources (Eastern Hemisphere) at Chart Industries, Inc., based in Milan. In this role, he led HR operations and strategy across Europe, the Middle East, Africa, and Asia, supporting Chart’s position as a key player in the global energy transition.
Earlier, he served as Global HR Business Partner for Siemens Energy, based in Orlando, Florida. Here, he was responsible for end-to-end HR initiatives, including leadership development, succession planning, performance management, diversity and inclusion, and reward strategies for a global business unit. His work was central to strengthening Siemens’ global HR landscape and aligning people strategy with business transformation goals.
Previously, Richard held the role of Regional Human Resources Director – MENA at Dresser-Rand in Abu Dhabi, where he oversaw HR functions across the Middle East, North Africa, and parts of Eastern Europe. He reported directly to the global EVP of HR and was responsible for leading all aspects of HR disciplines in the region during a period of significant growth and organizational change.
Richard also spent more than five years with Murray & Roberts Contractors (Middle East) L.L.C. in Dubai as Regional HR Manager, where he managed HR operations for large-scale turnkey mega-projects, including Dubai International Airport and the Burj Al Arab. Earlier in his career, he held HR and business development roles with BMP in Vancouver and began his professional journey as a Tutor at the University of Cape Town.
