Abu Dhabi, United Arab Emirates, January 2026 — Capital H, the investment management arm of the Higher Colleges of Technology (HCT), has announced the appointment of Taleb Alhebsi as Director, strengthening its leadership team as the organization continues to expand its strategic investment and ecosystem-building initiatives across the UAE.
In his new role, Taleb will contribute to Capital H’s mandate of catalyzing innovation, strengthening institutional capability, and building sustainable long-term value across its multi-sector investment portfolio.
Taleb Alhebsi brings over two decades of leadership experience spanning human capital strategy, institutional transformation, and large-scale operations across higher education, consumer goods, consulting, and telecommunications.
He continues to serve with Higher Colleges of Technology (HCT), where he has spent more than a decade as Director, leading comprehensive human capital operations for campuses serving over 2,000 employees. His role has extended beyond HR into academic operations, IT, finance, facilities, health and safety, and student services—where his leadership has significantly improved staff engagement, regulatory compliance, enrolment operations, and national workforce development initiatives supporting Emiratization.
Prior to HCT, Taleb served as HR & Admin Director at Agthia Group PJSC, where he drove major HR transformation programs, delivered significant cost efficiencies, improved employee satisfaction, and implemented innovative Emirati recruitment and succession planning models that strengthened organizational sustainability.
Earlier in his career, he held senior HR leadership roles at Knowledge Point Solutions and Etisalat (e& UAE), managing enterprise-scale HR systems, workforce planning, compliance frameworks, and large-scale technology-enabled HR transformations across the UAE, Nigeria, and Sudan.
Taleb holds a PhD in Business Administration and Management from the University of Dubai and an MBA in Manufacturing and Industrial Leadership from United Arab Emirates University.
