Miguel Cabral Appointed as Deputy Chief People Officer, Talent Development & Engagement at Los Angeles Metro

Los Angeles County, California, United States, December 2025 — Miguel Cabral has taken on an expanded leadership mandate as Deputy Chief People Officer, Talent Development & Engagement at Los Angeles Metro, deepening his impact on people strategy, workforce development, and employee experience across one of the largest public transit ecosystems in the United States. In this elevated role, he will focus on advancing Metro’s talent development, engagement, and people initiatives to support its long-term service and growth agenda for the more than 9.6 million residents in its service area.

Over the past year at Los Angeles Metro, Cabral has played a central role in shaping the agency’s people agenda as Senior Executive Officer, Talent Development, Chief People Office, before stepping into the Deputy Chief People Officer, Talent Development & Engagement role. Building on more than a decade with Metro, he now oversees a broader portfolio focused on strengthening leadership capability, deepening employee engagement, and aligning talent development with Metro’s strategic priorities for mobility, equity, and community impact.

Earlier in his tenure at Los Angeles Metro, Cabral held a series of progressive leadership positions including Senior Executive Officer, Diversity & Economic Opportunity, Executive Officer, Diversity & Economic Opportunity, Deputy Executive Officer, DEOD, Interim Deputy Executive Officer, Strategic Business, PLA & Construction Careers, and Director, Economic Development Initiatives. Across these roles, he led inclusive growth, supplier diversity, economic opportunity, and community-focused programs, helping Metro connect large-scale infrastructure investments with local jobs, small business participation, and equitable development in Los Angeles, California.

Before joining Metro, Cabral served as a Procurement Specialist at Metrolink in Los Angeles, California, where he administered complex procurements for the Southern California Regional Rail Authority. His work there strengthened his expertise in public-sector procurement, vendor management, and large transportation programs—experience that would later prove valuable in his regional economic and workforce leadership roles.

Prior to his work in regional transit, Cabral spent nearly a decade in various senior roles, including Vice President, at a boutique management consulting company specializing in transportation and public-sector clients across Southern California. In this capacity, he partnered with agencies and civic organizations on strategic initiatives, performance improvement, and organizational development, building a strong foundation in advisory work and stakeholder management.

Cabral began his career in purpose-driven roles with Tokio Marine as Latin American Marine Claims Lead in Pasadena, California, and as a Job Developer with Charo Community Development in Los Angeles, California. These early experiences gave him a deep understanding of community needs, client service, and employment pathways—insights that continue to inform his leadership approach as he now steers talent development and engagement across Los Angeles Metro.
