Muscat, Oman, February 2026 — Galfar Engineering & Contracting SAOG has announced the appointment of Elyas Rouhban as Chief Operating Officer (COO). In this role, Elyas will support the company’s operational leadership across its multi-disciplinary engineering, contracting, and construction portfolio, strengthening execution excellence, project delivery governance, and performance outcomes across complex EPC environments.
With deep experience across construction leadership, project delivery, corporate transformation, and contract management, Elyas brings a track record of leading high-value infrastructure and industrial projects, building resilient organizations, and driving profitability and productivity improvements in challenging market contexts.
In his current role at Galfar Engineering & Contracting SAOG, Elyas Rouhban has taken on the responsibility of Chief Operating Officer, bringing broad operational and project leadership exposure to support Galfar’s delivery across key sectors such as Oil & Gas, Civil, Electro-Mechanical, Roads & Bridges, and Environmental projects.
Alongside this, Elyas is also the Managing Partner at Inma Consult, a management consultancy he founded and continues to lead, providing bespoke corporate, project, and contract management support and strategy advisory services across industries.
Previously, Elyas served as General Manager at M. Ezzat Jallad & Fils S.A.L for around three years, reporting to the Board. During this tenure, he led a prominent century-old trading and equipment house and helped strengthen competitiveness, market share, revenues, and profitability under difficult national conditions. He also established the company’s solar and renewable energy department from scratch, positioning it as a market leader in Lebanon across residential and commercial projects.
Before that, he was Managing Director at FEDERICI STIRLING BATCO for about three years in Muscat, Oman, where he led corporate operations, commercial planning, business development, client relationships, and resource allocation to improve profitability and market competitiveness. He also led high-value delivery initiatives, including steering a major $350M joint venture for the Batinah 5 Expressway, and drove successful completion of multiple large projects across infrastructure and defense-linked requirements.
Elyas spent roughly a decade with Sarooj Construction Company LLC in Muscat, progressing from Project Manager to Projects Director. Over this period, he led complex projects at scale—supervising large workforces and major equipment fleets—across oil & gas field civil packages, road projects, power plant civil works, and large earthworks and infrastructure programs, partnering with prominent clients and contractors across Oman’s energy and industrial landscape.
Earlier in his career, he worked with Consolidated Contractors International Company as a Project Engineer for about five years in Sohar, Oman, contributing to major infrastructure and industrial development projects, including road dualization and port industrial area infrastructure.
Elyas Rouhban holds an Executive MBA from the American University of Beirut.
