Nairobi County, Kenya, February 2026 — Shadrack Lilan has started a new position as Chief Technology Officer at Shamiri, where he will lead the organization’s technology vision and digital infrastructure to support scalable youth mental health solutions. His appointment reflects Shamiri’s continued investment in technology-driven innovation to expand access to affordable mental health care across Africa and beyond.
In his previous role as Head of Technology at Shamiri, Shadrack led major digital transformation initiatives, including migrating fragmented no-code data systems into a unified platform that significantly reduced operational costs. He spearheaded the development of Shamiri’s flagship field operations tool, enabling faster data capture and real-time analytics, and deployed business intelligence dashboards that strengthened operational and monitoring capabilities.
Before his expanded leadership role at Shamiri, Shadrack Lilan served as Head of Technology at Ilara Health, where he guided product and engineering strategy in digital health innovation. Earlier, he worked as a Software Engineer at PayGo Energy, contributing to scalable technology solutions in the energy sector.
His early career includes experience as a Web Developer and Teaching Assistant at the University of Pennsylvania, where he built modern web applications and supported academic programs. He also worked as an associate and peer mentor with Akad Africa Ltd., engaging in student mentorship and education outreach initiatives.
