Cossington, England, June 2026 – Blue Light Card, the UK’s leading discounts and rewards platform for serving and retired frontline workers, has appointed Julia Diggs as Chief People Officer.
Julia joins the Blue Light Card as a senior people and culture leader with more than 25 years’ experience across start-ups, scale-ups and large public and private companies — spanning energy, healthcare, media, retail and technology. Taking a seat on the Executive Team at a pivotal moment in the organisation’s growth, she brings a strong track record of working at executive and board level, leading organisational transitions, strengthening cultures and building the capabilities that allow businesses to scale.
Julia joins from OVO Energy where she was most recently Vice President of People. During her time at OVO, she steered a complex post-acquisition integration and built a progressive employment brand that attracted top-tier talent and earned recognition as one of the UK’s Best Places to Work for Women. Julia will lead Blue Light Card’s people strategy, supporting the continued growth and development of the business as it serves more than six million members across the emergency services, NHS, social care sector, teaching community and the armed forces.
The appointment comes as Blue Light Card continues to invest in technology, product, partnerships and people to support its next phase of growth.
Alidad Moghaddam, Chief Executive Officer at Blue Light Card, said, “Julia brings a wealth of experience helping organisations grow while building strong, high-performing cultures where people can do their best work. “What stood out to us was Julia’s belief that high standards and a supportive culture go hand in hand. As Blue Light Card continues to grow, the quality of how we develop our people, work together and support performance will be critical. “Our purpose is to serve frontline workers, and building a great organisation for our people is fundamental to delivering on that mission. Julia’s expertise will be central to helping us do that.”
Julia Diggs, Chief People Officer at Blue Light Card, said, “Blue Light Card has built something special – a purpose-powered, tech-enabled organisation that makes a meaningful difference to millions of frontline workers across the UK. “What immediately stood out to me was the strength of the culture here — the behaviours and attitudes that are powering the strategy, shaping performance and fuelling growth. “The ambition of Blue Light Card and the passion of the people behind it is truly special — not something that can be manufactured — and I’m proud to be part of it. “My focus will be on harnessing the full power of our purpose as we grow — ensuring our organisation has the talent, capability and structure to scale with confidence, with teams that embrace new technologies and continuously build the skills to use them well — led by strong, forward-thinking leaders. Building a workplace where diverse, high-performing teams are united around a shared goal: delivering exceptional value for the members we exist to serve.”
Founded in 2008, Blue Light Card is the UK’s leading rewards and discount service for serving and retired frontline workers across the emergency services, NHS, social care sector, teaching community and the armed forces. Through a closed, trusted community, membership provides access to exclusive offers, discounts and rewards from more than 15,000 brand partners at local and national level. Blue Light Card helps frontline workers save money not just in the extraordinary moments, but in the ordinary ones too, supporting them throughout their lives and careers. In the last year, Blue Light Card helped its six million members save more than £500 million. Today, it is present in one in five UK households and has successfully extended its model to Australia. Technology underpins Blue Light Card’s ability to operate at scale, protect trust and deliver meaningful value to millions of frontline workers. As the business grows, members’ needs and their experience on the platform continue to guide decision-making, from product design and technology investment to the brand partnerships, offers and discounts available.
