Chicago, Illinois, United States, April 2026 – Fellicia Foster has been promoted to Chief Human Resources Officer – U.S. Banking at BMO U.S., marking a significant step forward in her leadership journey within the organization.
In her new role, Fellicia Foster will lead HR across BMO’s U.S. platform, covering Personal & Business Banking, Commercial, Wealth, Consumer Products, and corporate headquarters functions. This expanded mandate reflects her strong track record in driving people strategy, inclusion, and organizational transformation.
Prior to this promotion, Fellicia Foster served as Head of Human Resources – U.S. Personal & Commercial at BMO, where she led talent strategy for one of the bank’s largest and most dynamic business segments, including Personal & Commercial Banking and U.S. COO functions.
Earlier, she held the role of Head of Human Resources – U.S. Personal & Business Banking, followed by Head of Strategic Initiatives and Business Management – Global People, Culture and Brand, where she contributed to enterprise-wide people and culture transformation initiatives.
During her long tenure with BMO Harris Bank, she held several leadership roles including Head of U.S. Talent, Inclusion and Change, Head of Inclusion, Equity & Diversity, and Head of Enterprise Diversity Recruitment Strategies, driving impactful DEI and talent initiatives across the organization.
She also worked as a Human Resources Business Partner – U.S. Mortgage Sales and held multiple business and project leadership roles, building a strong foundation in HR strategy, operations, and business alignment.
Earlier in her career, Fellicia Foster gained experience as a Human Resources Consultant at PepsiCo and as a Computer Software Trainer at Skyward, bringing cross-industry exposure to her leadership journey.
Fellicia Foster holds a Bachelor of Science in Business Administration from Illinois State University, where she was actively involved in leadership and student governance initiatives.
