Houston, Texas, United States, September 2025 – The Office of Commissioner Rodney Ellis has appointed Gary L. Marsh as its new Chief People Officer. In this role, Marsh will lead people strategy and workforce transformation for Precinct One, supporting its mission to deliver responsive public service, advance equality of opportunity, and promote fair treatment across Harris County.
Marsh joins the Office of Commissioner Rodney Ellis after nearly a decade with the Harris Health System. Most recently, he served as Vice President of Human Resources, leading a 40-member team in supporting an 11,000-strong workforce. During his tenure, he implemented the Mission Retention program, reducing voluntary turnover by 29% in two years, while also elevating candidate satisfaction scores by nearly 40% and driving engagement levels 13% above national healthcare benchmarks.
Earlier at Harris Health, he held the role of Director of Talent Management & Workforce Strategies, where he designed organizational talent programs, performance management systems, workforce analytics, and succession planning frameworks. Before that, as Strategic HR Manager – Process Improvement, Marsh led system-wide initiatives in employee engagement, recognition, HR technology, and change management.
Marsh also served as Talent Acquisition Manager at Harris Health System, where he oversaw large-scale hiring strategies across IT, nursing, allied health, and executive administration. Prior to Harris Health, he was Head of Talent Acquisition – North America at Orion Health, successfully transitioning recruitment operations in-house to drive cost savings and improve candidate experience.
Earlier in his career, Marsh held senior leadership roles including Vice President of Business Service Delivery at APR Consulting, Head of Divisional Operations at VTR UK Staffing, and Division Director, Consulting Services at Robert Half International. He also gained experience in business development and workforce solutions at Platinum Solutions, Tech/Data Recruiters, and Onyx Entertainment Management.
Marsh earned his Executive MBA in Health/Healthcare Administration and Management from The University of Texas at Dallas in 2024, further strengthening his expertise in aligning HR strategy with healthcare and public sector operations.
