Elgin County, Ontario, Canada, March 2025 – Holly Hurley has been appointed as Director, People and Culture at County of Elgin, where she will lead HR strategy, talent management, employee engagement, and workforce planning. In her new role, she will be responsible for developing HR policies, fostering an inclusive work environment, and supporting the county’s long-term strategic goals.
Prior to joining County of Elgin, Holly served as Director, Employee Experience and HR at Public Services Health & Safety Association, where she led organizational culture initiatives, labor relations, and performance management. She played a crucial role in driving HR transformation, implementing strategic workforce planning, and enhancing employee engagement to create a more efficient and people-centric organization.
Before that, Holly held key leadership roles at Masco Canada, where she was Director, Talent and People Operations, overseeing HR operations, safety programs, and compliance management. She also worked at Labatt Breweries of Canada, where she led HR and business transformation initiatives, focusing on employee relations, leadership development, and workforce optimization across multiple sites.
Holly began her career in HR and safety leadership roles at Showa Canada Inc. and Magna International, where she developed expertise in workplace safety, compliance, and labor relations. With a strong foundation in strategic HR leadership, policy development, and employee well-being, she brings a wealth of knowledge and experience to County of Elgin.
