Monterrey, Nuevo León, Mexico, March 2025 – Oscar De La Garza has been appointed as Director of Talent and Culture at Grupo STIVA, S.A. de C.V., a leading company specializing in real estate development and construction solutions in Mexico. In his new role, Oscar will be responsible for driving strategic talent initiatives, enhancing organizational culture, and developing innovative programs focused on employee engagement and organizational effectiveness.
Prior to joining Grupo STIVA, Oscar was a Partner and Financial Consultant at CLAROOSCURO, a startup focused on redefining the eyewear industry in Mexico. There, he leveraged his extensive financial and strategic planning expertise to drive the company’s growth and financial operations.

Oscar previously served as Chief Human Resources Officer at TALISIS, where he successfully aligned HR strategies with company objectives, spearheaded talent acquisition efforts, promoted inclusive workplace culture, and implemented comprehensive leadership and employee development programs. Earlier at TALISIS, he served as Chief Financial Officer, strategically managing financial planning, budgeting, forecasting, and risk assessment, ensuring sustainable company growth and compliance.
Before his tenure at TALISIS, Oscar was the Administrative Director – North Region at Universidad del Valle de México (UVM), overseeing budgets, operational efficiency, and infrastructure management, enhancing student experiences and institutional performance. He also has experience as a Commercial Strategy Consultant at Sintec, contributing to projects across diverse industries including food, healthcare, and finance.
Oscar started his career with CEMEX, initially as a New Projects Analyst, advancing through roles such as Project Manager leading government-funded programs, and subsequently as a Market Representative achieving significant growth in sales, client portfolios, and market share.
