Newark, Delaware, United States, January 2026 — Horizon Services, LLC. has announced the appointment of Paul Argyropoulos as Chief People Officer (Interim). In this role, Paul will support the organization’s people strategy across its multi-state residential services footprint, with a focus on strengthening talent, HR operations, and workforce effectiveness as Horizon continues to serve customers across Delaware, Pennsylvania, New Jersey, Maryland, and beyond.
Paul brings deep experience leading HR for high-growth and private equity-backed organizations, with strong expertise across talent acquisition, total rewards, HRIS transformation, M&A integration, compliance, employee engagement, and culture development. Alongside this interim leadership role, he continues his work as Principal Consultant at Argo HR Consulting, where he supports clients on people strategy and HR transformation initiatives.
Prior to joining Horizon Services, Paul Argyropoulos spent around four years as Chief People Officer at American Elevator Group, a highly acquisitive, private equity-backed elevator services organization. There, he supported 1,100+ employees and led HR and legal aspects of M&A for 28 acquisitions, including standardizing benefits, retirement programs, policies, payroll, rewards, compensation structures, and HR systems. During his tenure, he also led consolidation of benefits across business units, expanded benefit options while reducing premium costs by 12%, and drove a strong listening culture through the company’s first all-employee survey, resulting in an eNPS of 41.
Before that, Paul served for about one year as Vice President, Human Resources at Proud Moments, a fast-growing behavioral health services provider supporting children on the autism spectrum. He built and led the HR and credentialing functions for a multi-state workforce of 3,000 employees, developed an HR roadmap across recruitment, benefits, compensation, and systems, and supported integration work across multiple M&A deals. He also implemented foundational HR infrastructure including the organization’s first ATS, LinkedIn Recruiter, and an enterprise-level job advertising approach, while overseeing benefits and strengthening compliance practices.
Earlier in his career, Paul held HR leadership roles including Head of Human Resources at TheraCare, where he led HR, talent acquisition and credentialing for a healthcare services provider with a large remote workforce, and delivered rapid HRIS/payroll transitions and workforce analytics reporting. He also worked as an HR Manager at Oerlikon and served as Vice President, Human Resources at ArroHealth, where he was recruited as the first outside executive to reimagine HR into a strategic function, scaling programs, systems, and employer branding to support high growth.
Paul’s longest tenure was at Cablevision, where he spent over 12 years across leadership roles including Director, Human Resources, Director, Talent Acquisition, and HRBP leadership, driving high-volume recruiting, HR operations, employee relations, performance-based learning programs, and significant cost efficiencies. Earlier, he served as Human Resources Lead at Nortel Networks, supporting sales and professional services organizations and building talent and recruiting strategies. His education includes a Master’s Degree in Management & Policy from Stony Brook University.
