New York, United States, May 2025 – Quinton Herbert has been appointed as the Chief Human Resources Officer at the American Civil Liberties Union (ACLU). In this pivotal role, Quinton will lead the organization’s national HR function, shaping its people strategy to support ACLU’s mission to defend civil liberties and promote equity, inclusion, and human rights across the United States.
Quinton brings over a decade of leadership experience in public sector human capital management. Prior to joining ACLU, he served for nearly seven years as Chief Human Capital Officer for the City of Baltimore, where he was instrumental in modernizing HR operations, advancing equity-driven talent initiatives, and driving strategic workforce planning. His tenure significantly impacted city governance, particularly in enhancing talent development, performance management, and HR transformation across municipal departments.
Before stepping into the chief HR role, he served as Deputy Labor Commissioner in Baltimore for nearly five years, overseeing labor policy, employment law, and labor relations strategy. His work contributed to shaping labor practices that prioritized fairness and employee engagement across the public sector.
Earlier in his career, Quinton practiced law for over six years as Managing Partner at The Law Offices of Quinton M. Herbert, LLC, and as Assistant City Solicitor with the Baltimore City Law Department, where he gained significant expertise in litigation, employment law, and civil service regulations.
He also served as Senior Associate Counsel – Litigation for Baltimore City Public Schools, adding valuable experience in public education, employment disputes, and institutional compliance. His legal background and strategic HR expertise make him exceptionally well-positioned to lead the ACLU’s people agenda at this critical time.
