Saudi Arabia, January 2026 – Raccan Binyousef has been promoted to Talent Acquisition Executive Director at Diriyah Company l شركة الدرعية. In this strategic role, he will lead enterprise-wide talent acquisition strategy, strengthen leadership hiring pipelines, and support the organization’s rapid growth aligned with Saudi Vision 2030 and the transformation of Diriyah into a global cultural and lifestyle destination.
Raccan has been part of Diriyah Company l شركة الدرعية for over two and a half years, progressing from Talent Acquisition Director to Talent Acquisition Senior Director, and now to Executive Director. During this period, he has played a central role in building large-scale recruitment frameworks, attracting specialized global talent, and establishing employer branding initiatives to support one of the Kingdom’s most ambitious giga projects. His leadership has helped the organization scale capabilities while maintaining a strong focus on Saudization and candidate experience.
Prior to joining Diriyah Company, Raccan spent around two years with PwC Middle East as Regional Talent Acquisition Director – Tax & Legal Services. In this role, he oversaw recruitment strategy across multiple countries, partnering with senior stakeholders to meet complex workforce needs and introduce innovative sourcing models across the region.
Earlier, he built a distinguished six-year career at PwC Saudi Arabia, serving as Human Capital Country Lead and Recruitment Manager. He led end-to-end hiring for experienced professionals and graduates, developed social media sourcing strategies, implemented competency-based assessment models, and ensured compliance with manpower planning and nationalization goals.
Raccan also spent nearly four years with Riyad Bank as Senior Recruitment Manager and Human Resources Specialist (Recruitment), where he managed large recruitment cycles, onboarding processes, and Oracle recruitment implementation. His early career included roles in Canada with WIRELESSWAVE and Apex Language and Career College, adding international exposure to his profile.
He holds a Master’s degree in Business Education from Mount Saint Vincent University, Canada.
