Houston, Texas, United States, February 2026 — Texas Global, LLC, a Houston-based international freight forwarder providing global freight solutions to and from worldwide destinations, has appointed Edward Franco as Chief Technology Officer (CTO). In this role, Franco will lead the company’s technology strategy with a focus on IT strategy and information security, supporting Texas Global’s mission to deliver seamless, customer-centric shipping services through a lean, high-touch operating model.
In his new position as Chief Technology Officer at Texas Global, LLC, Edward Franco brings deep expertise in building resilient, compliant technology environments and aligning cybersecurity and infrastructure modernization with business growth.
Most recently, Franco spent nearly eight years at Oakwood Bank as SVP / Chief Technology Officer, where he served as the senior technology executive responsible for enterprise IT vision, cybersecurity posture, and long-range digital strategy. During his tenure, he supported accelerated expansion and helped enable more than 500% enterprise growth by building a scalable, compliant technology ecosystem aligned with regulatory and customer expectations. He led enterprise initiatives across cybersecurity, cloud modernization, data governance, infrastructure architecture, and operational resilience, including dual data-center deployment, cloud adoption, collaboration platform upgrades, standardized network and security frameworks, and a full core banking conversion to Fiserv. He also oversaw technology integration for a bank acquisition and branch expansion, while strengthening governance through an IT Steering Committee and board-level reporting.
Alongside his Oakwood Bank leadership, Franco contributed to the wider technology and cybersecurity ecosystem through advisory roles. He served as a Founding Member of the Searchlight Cyber Global Customer Advisory Board, engaging in security and intelligence trend discussions and influencing product roadmap direction. He also served as a Customer Advisory Board Member for Integris FID (formerly CalTech), supporting technical direction with a focus on customer service experience.
Earlier, Franco spent close to twelve years at Sovereign Bank (Texas) as Vice President – Director of Technology / Information Security Officer, where he led enterprise technology operations, cybersecurity, and IT governance. In that role, he served as a trusted advisor to executive leadership and the Board on technology risk, regulatory readiness, and long-range strategy, while driving modernization across infrastructure, security controls, branch technology environments, disaster recovery, and continuity planning.
He began his career foundation at Safeguard Business Systems, where he worked as an IT Systems Administrator for over eight years, managing enterprise IT operations across corporate offices and production facilities, implementing modernization initiatives, and introducing IT training programs to improve productivity, standardize support, and strengthen cybersecurity awareness.
