Baltimore, Maryland, United States, February 2026 — Enbar Cohen has been appointed as Vice President Human Resources at Johns Hopkins Hospital. In this role, she will lead the hospital’s human resources strategy, supporting workforce capability, employee relations, and organizational effectiveness at one of the world’s leading healthcare institutions.
Prior to joining Johns Hopkins Hospital, Enbar Cohen held multiple senior leadership roles at Jackson Health System over nearly a decade. Most recently, she served as Associate Vice President, Talent, Employee/Labor Relations, and Workforce Compliance, where she oversaw talent strategy and workforce governance. Earlier, she held positions including Associate Vice President, Employee/Labor Relations & Workforce Compliance, Director, Talent Operations, and Director, Business Development at the Miami Transplant Institute, building deep expertise in healthcare workforce strategy and operations.
Earlier in her career, Enbar Cohen served as City Commissioner and Vice-Mayor at City of Aventura, gaining experience in public leadership and governance. She also worked with the United States Equal Employment Opportunity Commission as a Law Clerk/Legal Extern and contributed as State Director – Young Elected Officials Network at People For the American Way, strengthening her foundation in employment law and public service.
