Baltimore, Maryland, United States, March 2025 – Jennifer Maher has joined the Maryland Department of Health as the new Chief Financial Officer, Healthcare Financing and Medicaid Administration, bringing with her a distinguished career in healthcare finance, enterprise analytics, and public health systems. In this strategic leadership role, Jennifer will oversee the financial planning, budgeting, and fiscal operations of the state’s healthcare financing and Medicaid programs, ensuring responsible stewardship of resources and alignment with the department’s mission to improve the health and safety of all Marylanders.
Before joining the Maryland Department of Health, Jennifer served as Chief Financial Officer at Whitman-Walker, where she spent over two years leading the organization’s financial transformation, managing regulatory reporting, and enabling operational improvements. She also served concurrently as a Board Member and Assistant Treasurer at Whitman-Walker Real Property Holdings and Whitman-Walker at 1201, Inc., overseeing governance responsibilities related to health infrastructure development.
Previously, she held several senior leadership positions at MedStar Health, a $6.7 billion nonprofit healthcare system. As Vice President of Enterprise Analytics and Business Development, Jennifer led enterprise-wide data initiatives, strategic transactions, and implemented advanced analytics infrastructure, especially critical during the COVID-19 response. She had also served as Vice President, Finance, Business Analytics and Decision Support, focusing on operational and financial efficiencies.
Jennifer’s extensive background also includes more than two decades at PricewaterhouseCoopers LLP as Managing Director, where she advised executive teams across the healthcare sector on complex financial reporting and audit matters. She is also a seasoned healthcare governance professional and an active member of Chief, a private network for senior women executives, and has served in leadership roles within the Healthcare Financial Management Association (HFMA).
