Fredericksburg, Virginia, United States, May 2026 — Jim Davis has taken on a new role as Chief Human Capital Officer at Harkcon, Inc., bringing with him decades of leadership experience across federal agencies and human capital transformation initiatives.
In his new role, Jim will lead enterprise-wide human capital strategy, focusing on workforce effectiveness, talent development, HR modernization, and strengthening organizational capability to support complex federal missions.
Prior to joining Harkcon, Inc., Jim served as Senior Human Capital Subject Matter Expert at Serco, where he provided enterprise HR consulting, workforce analytics, and modernization support to federal agencies. His work included advising senior leadership on HR policy, developing data-driven workforce strategies, and driving large-scale HR transformation initiatives.
Earlier, Jim held a key leadership position at FEMA as Division Director, Office of Human Capital, where he directed multiple HR divisions supporting over 23,000 employees nationwide. During his tenure, he led significant transformation efforts, including modernizing performance management systems, reducing employee relations backlog timelines, and strengthening enterprise workforce analytics and governance.
He also spent over a decade with the U.S. Department of Homeland Security, leading mission support operations across HR, logistics, and asset management for large-scale federal programs. His contributions included driving hiring reforms, improving operational efficiency, and leading workforce capability initiatives across thousands of employees and multiple locations.
