Mumbai, Maharashtra, India, May 2025 – Bharat Petroleum Corporation Limited (BPCL) has announced that Shri Raj Kumar Dubey, currently serving as Director (Human Resources), has been entrusted with the additional charge of Director (Marketing). This strategic move underscores BPCL’s confidence in Shri Dubey’s versatile leadership as the company continues to advance its integrated energy mission and customer-centric marketing strategies.

With an illustrious career spanning over 35 years, Shri Dubey brings deep expertise in human capital development, petroleum marketing, terminal operations, learning and development, and strategic leadership. A Mechanical Engineering graduate from NIT Allahabad, he also holds a Master’s in Business Administration from the International Centre for Promotion of Enterprises, Ljubljana, Slovenia.

Before joining BPCL in 2023 as Director (HR), Shri Dubey had a long-standing career at Indian Oil Corporation Limited (IOCL). His most recent assignment was as Executive Director and State Head for Uttar Pradesh and Uttarakhand, where he led the marketing and operations for petroleum products in two of India’s largest markets. He also held the role of Chief General Manager (Retail Academy), where he pioneered digital and blended learning platforms, competency mapping, and knowledge-sharing systems for IOCL’s extensive retail network.

In his earlier roles, Shri Dubey oversaw terminal operations, supply and distribution chains, and led safety and quality assurance for oil pipelines across Tamil Nadu, Maharashtra, and Goa. His leadership in HRD at IOCL helped shape learning architectures for 17,000+ employees, integrating e-learning, behavioral training, and performance improvement initiatives.

His appointment as Director (Marketing) comes at a crucial time as BPCL strengthens its position as India’s second-largest oil marketing company. Shri Dubey’s deep understanding of marketing dynamics and people strategy is expected to synergize and deliver sustained excellence across BPCL’s pan-India distribution network and evolving energy offerings.
