RVNL CMD Saleem Ahmad Assumes Additional Charge as IRCON CMD

New Delhi, Delhi, India, July 2026 — Shri Saleem Ahmad, Chairman and Managing Director (CMD) of Rail Vikas Nigam Limited (RVNL), has assumed additional charge as Chairman and Managing Director of IRCON International Limited (IRCON), a Navratna Central Public Sector Enterprise (CPSE) under the Ministry of Railways. He assumed the additional responsibility on July 1, 2026.

On his first day as CMD of IRCON, Shri Ahmad held a series of extensive review meetings with the Board of Directors, senior management, and the finance team to assess the company’s strategic priorities, operational performance, and financial position.

Immediately after assuming charge at the IRCON Corporate Office in New Delhi, Shri Ahmad held preliminary discussions with the Board of Directors, reviewing the company’s current business position, strategic priorities, and future growth trajectory.

He subsequently conducted a comprehensive review meeting with the senior management team comprising Directors, Executive Directors, Chief General Managers, General Managers, Deputy General Managers, Managers, and senior officials representing various departments and project verticals. He also held a dedicated meeting with the Finance Team to review the company’s financial performance.

During the meetings, Shri Ahmad was presented with IRCON’s Corporate Presentation and Corporate Film, providing an overview of the company’s achievements, capabilities, project portfolio, and long-term business plans.

Addressing the Board and senior leadership, Shri Ahmad emphasized disciplined execution, professionalism, and result-oriented functioning. He observed that infrastructure projects operate in complex environments requiring timely decisions, efficient implementation, and close coordination across functions. He encouraged realistic target setting, continuous monitoring, strict adherence to project schedules, and timely decision-making in the best interest of the organization.

He further stressed that punctuality should extend beyond office attendance to include timely project completion, prompt decision-making, and swift corrective action wherever required.

Shri Ahmad reiterated that quality and safety must remain non-negotiable priorities and encouraged regular project site visits, close supervision, and timely interventions. He also highlighted the importance of careful contractor and subcontractor selection, effective monitoring, and timely payments to ensure smooth project execution.

The CMD further underlined the importance of maintaining strong engagement with stakeholders, including the Ministry of Railways, clients, and project partners, while ensuring financial prudence and operational efficiency expected from a listed public sector enterprise.

Concluding the interaction, Shri Ahmad called upon employees to work with dedication, discipline, and commitment to sustain the company’s growth momentum and contribute towards the national vision of Viksit Bharat.

His additional responsibility as CMD of IRCON is expected to further strengthen collaboration and synergy between two of the Ministry of Railways’ premier infrastructure public sector enterprises while supporting the accelerated development of India’s transport and connectivity infrastructure.

About IRCON

IRCON International Limited was established by the Ministry of Railways in 1976, originally as Indian Railway Construction Company Limited, to undertake railway construction projects in India and overseas. Over the years, the company has expanded beyond its original mandate and now executes turnkey infrastructure projects across railways, highways, bridges, electrification, signalling, tunnelling, and mass rapid transit systems.

IRCON was granted Mini Ratna Category-I status in 1998 and was elevated to Navratna status by the Department of Public Enterprises, Ministry of Finance, in October 2023, recognizing its sustained financial performance. The Government of India continues to hold a majority stake in the company. Listed on both the BSE and NSE, IRCON remains one of India’s leading engineering and construction public sector enterprises under the Ministry of Railways, with a growing order book across railway and highway infrastructure projects.
