Layla Naficy Appointed as Chief Human Resources Officer at Council on Foreign Relations

New York, United States, September 2024 – Layla Naficy has joined the Council on Foreign Relations as the Chief Human Resources Officer. In her new role, Layla will lead the HR strategy for CFR, working on talent acquisition, development, and workforce planning, ensuring alignment with the organization’s long-term goals.

Before joining CFR, Layla Naficy spent nearly 11 years at Simons Foundation, where she held several key roles. Most recently, she served as Director of Talent and Development for over 3 years, overseeing talent management strategies and driving employee development initiatives. Prior to this, she was the Manager of HR & Talent Acquisition for 5 years, where she played a pivotal role in enhancing the recruitment process and talent acquisition framework.

Earlier in her career, Layla held the position of HR Generalist at Simons Foundation for more than 2 years, where she managed core HR operations and contributed to organizational development. Her tenure at the foundation was marked by her ability to implement employee-centric programs and ensure a culture of growth and engagement.

Prior to Simons Foundation, Layla worked at The College Board for 3 years, first as an Assistant Director of Organizational Development and later as the Associate Director of Organizational Development. In these roles, she led initiatives aimed at improving organizational efficiency and talent management, further strengthening her expertise in HR strategies.

Layla also gained early career experience at Philosophy IB, where she held multiple roles, including Workshop and Training Associate and Project Management Office Administrator, for nearly 3 years. Here, she honed her skills in project management and training, which laid the groundwork for her later success in HR leadership.
