Istanbul, Turkey, March 2026 — IBS Insurance and Reinsurance Brokerage Co. Inc. (UIB Türkiye) has appointed Meliha Bora Özkan as Chief People & Culture Officer. In this role, Özkan will lead the people and culture agenda for the organization, drawing on deep experience in building HR and OD capabilities, scaling operating models, and enabling enterprise transformation across multi-entity environments.
Prior to joining IBS Insurance and Reinsurance Brokerage Co. Inc. (UIB Türkiye), Meliha Bora Özkan served as Chief Human Resources Officer at SOYAK ENERJİ (April 2023 to June 2025). In that role, she built the HR and organization development function from scratch, establishing governance, policies, and digital HR infrastructure, while owning end-to-end HR including recruitment, talent management, succession, payroll, compensation and benefits, legal HR, and employee relations. She also acted as a strategic partner to the CEO, led workforce cost models and headcount planning, supported executive onboarding and change communications, and managed cross-border HR operations.
Earlier, she was Chief Human Resources Officer & Executive Board Member at NEF Real Estate (September 2021 to December 2022), where she led group-wide growth, restructuring, and enterprise transformation initiatives, built HR and OD systems and governance, and supported leadership team building, workforce planning, HR budgeting, and employer branding.
Before that, she served with İstanbul Büyükşehir Belediyesi as Organizational Design and Development Senior Manager (İSPER AŞ) (November 2019 to September 2021), leading large-scale organization design and workforce planning programs across 60+ projects and designing HR and OD systems including job architecture, grading, performance and competency models, alongside HR budgeting and manpower optimization.
Her earlier roles include Human Resources Group Manager at STFA Holding, Senior Consultant at Duman Management Consultancy, Human Resources Assistant Manager at TAV Construction, and Human Resources Business Partner at TAV Airports, building depth across HR operations, compensation, workforce planning, performance and succession frameworks, and HR delivery for complex, international project environments.
