Edmonton, Alberta, Canada, March 2025 – Denis Jubinville has been appointed as Acting Chief People Officer at the City of Edmonton, where he will lead the city’s human resources strategy to support over 13,000 employees. In his new role, Denis will work closely with HR professionals to enhance employee morale, resilience, and service delivery across the city’s 70 lines of business.
Prior to this appointment, Denis Jubinville served as Branch Manager in charge of Edmonton Waste Services Utility, where he led the city’s long-term waste strategy and implemented the Zero Waste Framework to significantly boost waste diversion rates. His leadership in this role reflected a strong commitment to sustainability, operational transformation, and civic innovation.
Before that, he was Branch Manager, Employee Relations & Compensation, responsible for leading collective bargaining, workplace investigations, compensation systems, and labor strategy for over 14,000 employees. He successfully negotiated multiple collective agreements and COVID-related employment policies, and played a key role in modernizing the city’s classification systems and terms for exempt employees.
Denis brings with him over 26 years of leadership experience from the Edmonton Police Service, where he held senior HR and operational leadership positions, including Superintendent of the Human Resources Division, where he oversaw HR strategy, benefits, training, wellness programs, and employee relations. His earlier roles included commanding critical operational units and leading major organizational change projects, such as the establishment of new police divisions and systems enhancements.
Denis holds a Master of Business Administration (MBA) in Organizational Leadership from the University of Alberta, which complements his extensive public service and HR leadership experience.
