Oxford, England, United Kingdom, June 2026 — Oxfam has appointed Joyce Idoniboye as its new Deputy Chief Executive Officer (Deputy CEO), formalizing a leadership partnership that builds on her successful tenure as Acting CEO earlier this year. In her new role, Joyce will work closely with Oxfam’s Chief Executive Officer and Strategic Leadership Team to help steer the organization’s future direction, strengthen its global mission, and advance its fight against poverty worldwide.
Joyce currently serves as Chief People Officer at Oxfam GB, a role she has held since October 2023, where she leads a team of 90 HR professionals and is responsible for developing and implementing people strategies that support Oxfam’s mission of building a world without poverty. As a member of the Strategic Leadership Team, she has partnered closely with senior leaders to align people initiatives with organizational priorities, drive operational excellence, and foster sustainable growth.
Earlier this year, Joyce stepped into the role of Acting Chief Executive Officer, guiding Oxfam through a period of significant change and complexity. During her tenure, she focused on organizational stability, leadership continuity, and maintaining delivery against the charity’s mission while navigating governance, legal, and reputational challenges. Her leadership during this period earned widespread recognition and reinforced confidence in her ability to help shape Oxfam’s future.
Prior to joining Oxfam, Joyce held several senior HR leadership roles across global organizations. She served as Chief People Officer EMEA at DDB, where she drove people and culture initiatives across an extensive regional network, focusing on talent management, leadership development, employee engagement, and diversity, equity, and inclusion. She also served as Head of HR at CBRE, where she established the HR division for property management facilities and led initiatives across organizational development, culture transformation, and workforce integration.
Her leadership journey also includes senior positions at HarperCollins Publishers, Pearson International, News UK, Charles Russell LLP, ICI, Rabobank, and Willis, where she gained deep expertise in organizational design, change management, employee relations, talent management, and strategic HR leadership. Throughout her career, Joyce has consistently demonstrated a strong ability to lead through complexity, build high-performing cultures, and develop people strategies that support long-term organizational success.
Her appointment as Deputy CEO reflects Oxfam’s confidence in her leadership capabilities and underscores the organization’s commitment to building a strong executive team to deliver its global mission and future ambitions.
