Columbus, Ohio, United States, January 2025 – Kelsey Chapman has been appointed as the Deputy Chief, Human Resources at the Ohio Department of Development. With over a decade of experience in human resources, training, and employee engagement, Kelsey will oversee HR strategies, talent development, and organizational improvement initiatives to support the department’s mission of fostering community and business growth across Ohio.
Kelsey has been with the Ohio Department of Development for over two years, most recently serving as a Human Resources Manager and earlier as a Training and Engagement Officer, where she played a key role in enhancing employee engagement and compliance programs.

Before joining the department, Kelsey honed her HR expertise at Sarnova, where she held roles as Learning Specialist and Training Coordinator, contributing to leadership development, curriculum design, and compliance management. Earlier in her career, she worked at ResCare, where she was instrumental in implementing training policies and strategies to improve recruitment and retention. Kelsey also has healthcare experience, having worked at Nationwide Children’s Hospital in patient care and respiratory services.
