Dubai, United Arab Emirates, March 2026 – Tom Elam has joined Parsons Corporation as HR Director, leading human resources operations across Dubai, Northern Emirates, Bahrain, and Kuwait. His appointment strengthens the company’s people leadership as it continues to scale operations across the Middle East.
In his new role, Tom will partner closely with business leaders to deliver strategic HR solutions, drive organizational performance, and build future-ready talent pipelines across a complex, multi-country environment.
Prior to joining Parsons, Tom spent over a decade with AtkinsRéalis, where he held multiple senior HR leadership roles. Most recently, he served as HR Director – Talent, Social Value & Inclusion, leading regional inclusion strategies, HR digital transformation initiatives, and leadership assessment programs that supported large-scale organizational restructuring.
Earlier at AtkinsRéalis, he served as HR Director / HR Business Partner, supporting large business units with over 1,700 employees across infrastructure and engineering domains. In this role, he led organization design, HR operations transformation across multiple countries, and enhanced employee experience metrics through structured interventions.
Tom also held the position of Talent Acquisition Director for the Middle East, Africa & APAC, where he managed high-volume hiring at scale—delivering up to 6,000 hires annually—while building direct sourcing capabilities and strengthening governance across the talent supply chain.
Before transitioning into corporate HR leadership, Tom spent several years in executive search and recruitment, including leadership roles at Macdonald & Company and Upgrade Recruitment, building deep expertise in talent acquisition across global markets.
Tom’s appointment reflects his extensive experience in HR transformation, talent strategy, and large-scale workforce management across international markets, positioning him to drive impactful people strategies at Parsons Corporation.
