Baltimore, Maryland, June 2024 – Yolanda Cullen has been appointed as the new Chief Learning Officer at the Maryland Department of Labor. With over 20 years of diverse experience in human resources and organizational development, Yolanda brings a wealth of expertise to her new role, where she will be responsible for shaping the learning and development strategies within the department.

Yolanda Cullen has been with the Maryland Department of Labor for nearly 3 years. Prior to her current role, she served as the IT Assistant Director for approximately 1.5 years. In this position, Yolanda managed various IT projects and supported the reemployment and trade units.

Before becoming the IT Assistant Director, Yolanda was the Manager of the Reemployment and Trade Unit at the Maryland Department of Labor for almost 2 years. During her tenure, she led key initiatives to support workforce reemployment and trade programs.

Yolanda also held the position of Director of Customer Success – Manufacturer Solutions at Kalderos for about 5 months, where she contributed to improving the efficiency and transparency of healthcare business operations through innovative technology solutions.

Earlier in her career, Yolanda served as the Vice President of Alliance Management at TTi Health Research & Economics for nearly a year, and as the Marketing Communications Manager at Personal Genome Diagnostics for over a year. In these roles, she developed strategic marketing and communication plans to support business growth and client engagement.

She also gained significant experience as the Director of Marketing Communications at SCILEX Pharmaceuticals Inc. for about a year, where she managed the strategic planning and execution of marketing programs to advocate the company’s products.
