San Antonio, Texas, United States, May 2026 – Brian Fischer has joined USAA as Senior Vice President of Human Resources – Property & Casualty (P&C), Life, and International. In his new role, he will lead the people strategy supporting key business segments across the organization, helping strengthen talent, culture, leadership capability, and organizational effectiveness.
Commenting on his appointment, Fischer shared that it is an honor to join an organization deeply committed to serving the military community and their families. With more than 25 years of global HR leadership experience, Brian Fischer brings extensive expertise in workforce transformation, organizational development, executive leadership, talent strategy, compensation and benefits, labor relations, and large-scale business partnering. Throughout his career, he has led HR organizations supporting some of the world’s largest and most complex businesses across technology, manufacturing, engineering, financial services, and industrial sectors.
Prior to joining USAA, Fischer spent more than seven years with Intel Corporation, where he held several senior leadership positions. Most recently, he served as Corporate Vice President, Human Resources – Intel Foundry, following his role as Vice President, Human Resources – Intel Foundry. Earlier, he led HR for Intel’s Business HR Operations organization, supporting more than 100,000 employees globally across manufacturing, supply chain, technology development, labor relations, and international operations. He also served as Vice President HR for Intel’s Greater Asia Region and Non-Volatile Memory business, overseeing large-scale global workforces and HR teams across multiple geographies.
Before Intel, Fischer spent nearly eight years with Honeywell, where he held a series of executive HR leadership roles. As Vice President Human Resources – Industrial Safety & Retail, he led HR for businesses generating more than $2.5 billion in annual revenue and employing over 11,000 people globally. He also served as Vice President – Compensation & Benefits, overseeing reward strategies for a global workforce of approximately 65,000 employees. Earlier, as Executive Director – Human Resources, based in Bengaluru, he led HR for Honeywell Technology Solutions across India, China, and the Czech Republic, supporting a global engineering workforce of 10,000 professionals.
Earlier in his career, Fischer spent nearly a decade with General Electric, progressing through multiple HR leadership assignments including Global Human Resources Manager, Senior Human Resources Manager, Human Resources Manager, and GE’s prestigious Human Resources Leadership Program. These experiences provided him with a strong foundation in talent management, leadership development, organizational transformation, and global HR strategy.
Fischer holds an MBA from Northwestern University Kellogg School of Management, one of the world’s leading business schools. His appointment underscores USAA’s commitment to attracting experienced leaders who can help advance its mission while fostering a high-performance, values-driven culture.
