Lewisville, Texas, USA, August 2026 — The City of Lewisville has appointed Leila Peeples as Director of Human Resources, strengthening its people leadership as the city continues to support a growing municipal workforce and community.
In her new role, Peeples will lead the City’s human resources function with responsibility for the people strategies, systems, and services that support the organization’s workforce. Her focus will include strengthening HR operations, improving the employee experience, and helping leaders address workforce needs with greater consistency and confidence.
Peeples brings more than 20 years of human resources experience spanning municipal government, healthcare, hospitality, manufacturing, financial services, and consulting.
Prior to joining the City of Lewisville, she served as Assistant Director of Human Resources at the City of Fort Worth, where she provided strategic and operational leadership across Talent Acquisition, HRIS, HR Data and Records Management, Organizational Development, and HR administration for a municipal workforce of more than 8,000 employees. She led a team of more than 30 HR professionals and supported major workforce and organizational initiatives, including the transition of approximately 600 MedStar employees into the City workforce.
Earlier, Peeples spent more than a decade with MedStar Mobile Healthcare, where she served as Chief Human Resources Officer. In that role, she led the full spectrum of HR operations, strengthened employee engagement, modernized systems and processes, and supported the organization through significant growth and change.
Her earlier experience includes HR leadership roles at Skytop Lodge, Iridium Industries, and Prudential. She is also the Founder and Principal HR Consultant at LPHR Consulting, focused on employee relations, HR operations, compliance, culture, and leadership support.
Peeples holds a Master of Business Administration from Capella University.
