India, August 2026 — Outscale Partners has appointed Akshay Loomba as Chief Executive Officer (CEO). Loomba brings more than 20 years of global leadership experience spanning talent acquisition, human resources, workforce strategy, business operations, and organizational transformation, with experience building and leading teams across India, the United States, Canada, Mexico, Brazil, and other markets.
Before taking the helm at Outscale Partners, Loomba served as President of TalentOS, an AI-enabled RPO, staffing, and onboarding platform focused on bringing automation and consistency to talent acquisition. He also held senior leadership responsibilities at Unifi, most recently as Senior Vice President & Head of Talent Acquisition, following four years as Vice President & Head of Talent Acquisition. These roles strengthened his experience in scaling talent operations and aligning workforce strategies with broader organizational priorities.
Earlier, Loomba spent nearly seven years with Infosys BPM as Regional Director – Talent Acquisition, Americas (North and LATAM). His responsibilities covered markets including the United States, Canada, Mexico, Brazil, Puerto Rico, and Costa Rica. He led enterprise talent acquisition strategy, workforce planning, recruiting operations, leadership hiring, compliance governance, vendor management, diversity initiatives, M&A transitions, and large-scale talent programs. He also worked closely with senior leadership on analytics, reporting, and regional HR initiatives.
Prior to Infosys BPM, Loomba spent nearly nine years with Infosys, where he held multiple human resources and talent acquisition leadership assignments across the United States, Mexico, Brazil, and India. His experience included leading specialized and leadership hiring in the U.S., helping establish HR policies and operations for the company’s Mexico Development Center, supporting the setup of HR and recruitment capabilities in Brazil, and managing talent acquisition for the Banking & Capital Markets practice in India. Earlier in his career, he served as Senior Executive HR at Way2Wealth Brokers Pvt. Ltd.
Across his career, Loomba has developed extensive experience in talent strategy, workforce planning, HR operations, organizational scaling, compliance, change management, technology-enabled recruitment, and cross-border leadership. As CEO of Outscale Partners, he will lead the company into its next phase of growth, building on its existing momentum while strengthening its ability to help organizations scale, transform, and improve critical business operations.
